Procedural Management - ESC Scheme

- Public high schools identify overflow students who cannot enroll due to capacity limits and provide Certification of Excess Enrollment.
- Overflow students with such certification may enroll in participating private schools, with priority given to families earning below P36,000 annually.

- No replacements for dropouts; dropouts lose grant eligibility.
ESC Student Participation Conditions and Limitations
- ESC grantees become bonafide students of the private school and follow its rules.

TFS Student Participation Limits

- 70% of tuition fee increases fund salaries and benefits for teaching and non-teaching staff (excluding administrator-owners).
