The second week of November is designated as Economic and Financial Literacy Week, aimed at enhancing national awareness and education on economic and financial matters through collaborative efforts of government agencies, educational institutions, and the private sector.

Declaration of Policy

  • Aims to develop national consciousness on economic and financial literacy.

Participating Government Agencies

  • National Economic and Development Authority (NEDA) leads the observance of the week.

  • Relevant agencies include Bangko Sentral ng Pilipinas (BSP), Department of Finance (DOF), Department of Education (DepED), Commission on Higher Education (CHED), National Youth Commission (NYC), and Department of the Interior and Local Government (DILG).
  • All government agency heads, including LGUs and GOCCs, are directed to collaborate in observance.

Economic and Financial Literacy of Students and the Youth

  • Public and private elementary and secondary schools under DepED, state and private colleges under CHED, TESDA, and NYC are mandated to conduct literacy activities.
  • Activities include setting up literature corners, trainings, and financial management classes.
  • DepED encouraged to revise high school economics curriculum to integrate economic and financial education.

Communication Arm

  • Philippine Information Agency (PIA) and Presidential Communications Development and Strategic Planning Office (PCDSPO) tasked to allocate airtime and produce/disseminate printed and online materials on economic and financial literacy.

Private Sector Participation

  • NEDA, in coordination with the Philippine Economic Society (PES), encourages private sector and civil society participation.
  • PES to lead planning and initiation of literacy activities adopted by private sector and civil society.

Separability Clause

  • If any provision is declared invalid or unconstitutional, remaining provisions remain effective.

Repealing Clause

  • All inconsistent laws, decrees, orders, rules, and regulations are repealed or modified accordingly.

Effectivity

  • The Act takes effect 15 days after publication in the Official Gazette or a newspaper of general circulation.

This Act promotes a nationwide effort to enhance economic and financial literacy through coordinated activities involving government agencies, educational institutions, the private sector, and media entities.
