Scope: East Avenue Medical Center
- Section 1 increases the authorized bed capacity of the East Avenue Medical Center (EAMC) located in Barangay Diliman, Quezon City.
- The increase is from six hundred (600) beds to one thousand (1,000) beds (Section 1).
- Section 2 upgrades the EAMC’s existing professional health care services and facilities to match the increased bed capacity (Section 2).
- Section 3 requires a corresponding increase in the EAMC’s workforce (doctors, nurses, and support personnel) (Section 3).
Bed capacity increase and planning
- The Act authorizes the EAMC bed capacity to increase from 600 to 1,000 beds immediately by force of law (Section 1).
- Any future increase in bed capacity must be consistent with the hospital development plan prepared by the Medical Center Chief of the EAMC (Section 1).
- The hospital development plan must reflect the hospital’s development goals and must be submitted to the Department of Health (DOH) (Section 1).
Upgrading health care services and facilities
- The EAMC’s existing professional health care services and facilities must be upgraded to conform with the increased bed capacity (Section 2).
- The upgrades must be commensurate with the increased bed capacity provided in Section 1 (Section 2).
Workforce expansion and position creation
- The EAMC’s workforce—including doctors, nurses, and support personnel—must be increased correspondingly to support the increased bed capacity (Section 3).
- The Secretary of the DOH shall, in coordination with the Secretary of the Department of Budget and Management and the Chairperson of the Civil Service Commission, determine the additional new positions to be created and filled up (Section 3).
- The determination must be made after consultation with the Chief of the EAMC (Section 3).
DOH program inclusion and funding
- The Secretary of Health must immediately include the implementation of the Act in the program of the DOH (Section 4).
- The funding for the Act’s implementation must be included in the annual General Appropriations Act (Section 4).
Separability and repeal of inconsistent issuances
- Section 5 provides that if any section or provision of the Act is held invalid, the remaining provisions not affected remain valid.
- Section 6 repeals, amends, or modifies all laws, decrees, executive orders, rules and regulations, or other issuances—or parts of them—that are contrary to or inconsistent with the Act (Section 6).
