Registration requirement for new and renewal
- No vehicle shall be registered for both new and renewal without presentation of the EWD.

- The Memorandum treats absence of EWD presentation as a ground to prevent registration from proceeding for the covered transaction types.
Mandatory EWD installation when vehicles stop
- If a vehicle is stalled, disabled, or parked for thirty minutes or more in any street or highway, the owner or user must install the EWD.
- The EWD must be placed four meters to the front (yellow) and four meters to the rear (red).
- Failure to install the EWD as required results in apprehension of the driver.
- Failure to install the EWD as required also results in the imposition of the appropriate fine during adjudication.
Prohibition on solicitation and sale by employees
- No employee shall engage in the solicitation or sale of EWD to the public.
- The prohibition applies to employee conduct involving EWD distribution activities directed to the public.
