Technical Specifications and Procurement
- Compliance with technical standards for EWDs must align with the specifications prescribed under the relevant law.
- End users are responsible for sourcing EWDs independently; there is no requirement or mechanism for accreditation or certification of suppliers.
Mandatory Presentation Upon Registration
- Presentation of the EWD is a precondition for vehicle registration, whether for new registrations or renewal of existing registrations.
- Vehicles that fail to present an EWD during registration will not be granted registration.
Installation Requirements for Disabled Vehicles
- When a vehicle becomes stalled, disabled, or is parked on any street or highway for thirty minutes or more, the owner or user must install the EWD.
- The device shall be placed four meters to the front of the vehicle showing a yellow signal, and four meters to the rear showing a red signal.
- Non-compliance will lead to apprehension of the driver and the imposition of fines following adjudication.
Prohibition on Solicitation and Sale by Employees
- Employees are strictly prohibited from selling or soliciting the sale of EWDs to the public.
- This aims to prevent conflicts of interest and abuse of authority within implementing agencies.
Enforcement and Penalties
- Enforcement measures include apprehension and fines against drivers who fail to comply with EWD installation requirements.
- The adjudication process will determine the appropriate fines based on the violation.
