Mandate and Academic Programs
- The College shall offer a Doctor of Medicine program, including an Integrated Liberal Arts and Medicine curriculum.
- The program features basic science and clinical courses using a learner-centered, competency-based, and community-oriented approach.
- The primary goal is to produce professional physicians to strengthen healthcare in La Union and Region I.
- The College is also tasked with research, extension services, and leadership in health education.
Governance
- The College is governed by the Board of Regents of DMMMSU under existing laws including Presidential Decree No. 1778.
Administration
- Administrative authority over the College is vested in the Dean, subject to Board authorization.
The College Dean
- The Dean is appointed by the Board based on qualifications, following consultation and recommendation by the Campus Chancellor.
- The Dean serves a full-time, renewable three-year term.
- A search committee for the first Dean must be constituted within six months of the Act's effectivity.
- The Dean's duties are aligned with those of similar officials in state universities.
- Compensation follows the Salary Standardization Law of 2019 and comparability with similar institutions.
- In the absence of a Dean, an Officer-in-Charge is designated for the remainder of the term.
- The Dean is assisted by a College Secretary appointed by the Board.
Faculty Appointment and Non-Discrimination
- Faculty appointments are made by the Board upon recommendations and nominations with adherence to set guidelines and qualifications.
- No inquiry or discrimination shall be made based on political beliefs, gender, religion, ethnicity, or similar grounds.
- Faculty members are prohibited from promoting or opposing any particular religious denomination.
Scholarships and Admission
- Scholarships and affirmative action programs must be provided for deserving but financially disadvantaged students.
- Recipients of the "Doktor Para sa Bayan Act" scholarships must fulfill return service obligations as prescribed by law.
- Other scholarship beneficiaries may also be subject to return service based on contractual agreements.
- Admission policies prohibit discrimination on grounds of sex, gender, religion, community affiliation, physical disability, ethnicity, or other forms.
Academic Freedom and Institutional Autonomy
- The College shall exercise academic freedom and institutional autonomy in accordance with the Constitution.
Support from Government Agencies
- National government agencies may loan or transfer supplies, equipment, and personnel to the College upon Board requests.
- The personnel detailed to the College will perform duties as required, with such service counting as regular service.
Assets, Liabilities, and Property
- All assets, liabilities, personnel, and records of the College shall be under the name of DMMMSU.
- Government land used by the College shall be titled to DMMMSU, reverting to the Municipality of Agoo or the Philippines if the University ceases to exist.
Tax and Duty Exemptions
- Importations of medical books, equipment, and instruments certified by CHED are exempt from customs duties.
- Grants, donations, and contributions for exclusive educational use are exempt from donor's tax and deductible for income tax purposes under the National Internal Revenue Code.
Compliance with CHED
- The DMMMSU must ensure compliance with CHED policies, standards, and guidelines before establishment and course offerings.
Supplementary Application of Higher Education Law
- The provisions of the Higher Education Modernization Act of 1997 shall supplement this Act.
Appropriations
- Necessary funding will be included in the General Appropriations Act.
Rules and Regulations
- The Board will issue implementing rules within 60 days from the law's approval in consultation with CHED.
Separability and Repealing Clauses
- Invalid provisions shall not affect the remainder of the Act.
- Laws, orders, rules, and regulations inconsistent with this Act are repealed or modified accordingly.
Effectivity
- The Act takes effect 15 days after publication in the Official Gazette or a newspaper of general circulation.
