Monthly Base Pay Scale for Military Personnel

Civilian Employee Compensation
- All regular and permanent civilian employees of the Department of National Defense (DND) and AFP to have a minimum base pay of ₱1,000 starting January 1, 1988.
- Subject to the government’s rationalized compensation and position classification plan.
- Plan to be completed by March 31, 1988, under the supervision of the Department of Budget and Management.
Funding Sources for Pay Adjustments
- Base pay increases to be financed through:
- Compensation and Organizational Adjustment Fund.
- Contingent Fund.
- Other savings under Executive Order No. 87 (General Appropriations Act for Fiscal Year 1987).
- Any unappropriated funds of the National Treasury.
- New salary rates to be incorporated in subsequent annual General Appropriations Acts for the AFP budget.
Effectivity and Supersession of Conflicting Laws
- The Act takes effect on December 1, 1987, after publication in two newspapers of general circulation.
- Overrides any law, executive order, or decree inconsistent with its provisions, except as noted in Section 4 regarding civilian employee pay.

- The Act consolidates House Bill No. 1681 and Senate Bill No. 168.
- Passed by both chambers of Congress on November 23-24, 1987.
- Approved by the President of the Philippines on November 6, 1987.
