Scope and Coverage of the DSOAR
- The DSOAR defines the rules, terms, and conditions for the following:
- Distribution Connection Assets and Services
- Service provision to the Captive Market (consumers without contestable rights)
- Supplier of Last Resort Service for the Contestable Market (consumers entitled to choose their electricity suppliers)
- Unbundled Distribution Wheeling Service (transmission of electricity through distribution systems for third-party suppliers)
- It also establishes guidelines for setting Regulated Service Rates applicable to these services.
Supersession of Previous Regulations
- The DSOAR supersedes prior regulatory frameworks including:
- The Energy Regulatory Board's Standard Rules and Regulations Governing the Operation of Electrical Power Services.
- ERB Resolution 95-21, as amended by ERB Case No. 95-368 dated April 10, 2000.
Approval and Effectivity
- The ERC formally approved and adopted the DSOAR via Resolution No. 01, Series of 2006, on January 18, 2006.
- The complete text of the DSOAR is referenced as Annex A to the resolution and forms an integral part thereof.
- The resolution mandates immediate effectivity upon publication in a newspaper of general circulation in the Philippines.

- The resolution bears the signatures of the ERC Chairman and Commissioners, signifying institutional endorsement and authority.
