- This was intended to ensure clear accountability following allegations of summary killings allegedly linked to some law enforcement agencies, especially the PNP.
Performance and Challenges Faced by PDEA
- Since assuming sole responsibility on 11 October 2017, PDEA achieved significant progress with only one suspect killed during operations.
- However, PDEA's operational capacity was seriously constrained by limited resources, particularly in the availability of agents and operatives capable of penetrating drug-affected areas down to the municipal and barangay levels.
Resurgence of Illegal Drug Activities and Public Sentiment
- Following the withdrawal of PNP and other agencies from direct anti-drug operations, there was a noticeable resurgence in illegal drug activities and related crimes.
- The public expressed demand for the PNP and other law enforcement units to resume active roles in supporting PDEA operations.
Legal and Institutional Directives
- Despite the restoration of support roles, PDEA remains the overall lead agency for the anti-illegal drug campaign pursuant to Republic Act No. 9165.
- Coordination of all government anti-drug efforts is to be maintained through the Inter-Agency Committee on Anti-Illegal Drugs (ICAD), established by Executive Order No. 15 dated 06 March 2017.
- The Dangerous Drugs Board (DDB) continues as the policy-making and strategy-formulating body for drug prevention and control policies and programs.
Reporting and Compliance
- As Chair of ICAD, PDEA is mandated to submit monthly progress reports on the government's anti-illegal drug campaign to the Office of the President.
- This ensures ongoing oversight, monitoring, and accountability for the campaign's implementation.
Authority and Effectivity
- The directive is issued under the constitutional and legal powers vested in the President of the Philippines.
- It mandates strict compliance by all concerned agencies effective immediately from the date of issuance.
