Composition and Role of National Government Agencies in NAPC
- Thirteen (13) national government agencies are statutory members of the NAPC as listed in Section 6 of RA 8425.
- These agencies constitute the regular official composition responsible for anti-poverty policy formulation and implementation.
Inclusion of Additional National Government Agencies
- Some national government agencies mandated to address basic sector issues are not part of the official NAPC composition.
- Reasons for exclusion include creation after RA 8425 or existing coordinative and oversight functions.
- Direct involvement of these agencies is necessary to augment NAPC’s capacity in institutionalizing basic sector and NGO participation.
Executive Order Directive on Agency Participation
- Certain agencies are directed to participate and be automatically invited to the NAPC en banc meetings to enhance collaboration.
- These agencies include:
- Housing and Urban Development Coordinating Council (HUDCC)
- Cooperative Development Authority (CDA)
- National Commission on Indigenous Peoples (NCIP)
- Commission on Higher Education (CHED)
- National Commission on the Role of Filipino Women (NCRFW)
- National Disaster Coordinating Council (NDCC)
- Commission on the Welfare of Children (CWC)
Inclusion of Attached Agencies
- Attached agencies related to the regular NAPC member agencies shall also be automatically invited to NAPC en banc meetings.
- This provision ensures wider representation and comprehensive coordination.
Repealing Clause
- Any previous executive orders, issuances, rules, regulations, or parts thereof that conflict with this Order are repealed, amended, or modified.
Separability Clause
- If any part of the Order is declared invalid or unconstitutional, the remaining provisions shall remain in full force and effect.
Effectivity
- The Executive Order takes effect immediately upon signing on August 26, 2002, in Manila.

- The Order is issued by the President of the Republic of the Philippines under her legal powers.
- Signed by President Gloria Macapagal-Arroyo and Executive Secretary Alberto G. Romulo.
