Objectives of the Accreditation and Equivalency Program
- Support professionalization of public managers.
- Recognize and award credit for quality existing course offerings towards graduate degrees.
- Promote coherence in career and personnel development policies.
- Encourage efficient use of government resources in training and human resource development.
Coverage of Accreditation
- Includes all departments, agencies, government-owned and controlled corporations under the executive department.
- Local government units, Legislative, Judiciary, and constitutional bodies' training programs may apply.
- Private training institutions and individuals may also apply for accreditation and equivalency.
Modes of Accreditation
- Accreditation modes include:
- Accreditation of DAP-managed training.
- Accreditation of agency-managed and other public/private institutions' courses.
- Accreditation for equivalency based on prior professional experience.
- Accreditation means awarding credit in lieu of an equivalent DAP graduate program subject.
Accreditation of DAP-Managed Training
- Credits awarded based on subject matter and duration.
- Credit units: 1 unit for 24-hour training, 2 units for 40 hours, 3 units for 56 hours or longer.
- Maximum of 18 units of major courses may be credited.
Accreditation of Agency-Managed Training and Courses
- Agencies must apply for accreditation before conducting courses.
- Credit units follow same duration-based scale as DAP-managed training.
- Maximum of 15 units of major courses may be credited.
Accreditation of Equivalency for Prior Professional Experiences
- Credits may be granted based on the applicant’s position.
- Undersecretary or equivalent rank granted credit for major master's subjects.
- Directors III and higher may receive credits after an interview at the Dean’s discretion.
- Remaining requirements for a master's degree set by DAP.
Individual Application for Accreditation
- Individuals may apply for credit of DAP-accredited courses or previous graduate subjects.
- Credit limited to 3 units for non-core subjects.
- Credit assignment subject to DAP assessment and Dean's approval.
Funding for the Program
- Government to provide sufficient funds to establish a Trust Fund for the program.
- Amount determined by Department of Budget and Management in consultation with DAP.
- DAP required to submit annual report on program accomplishments to the Office of the President.
Establishment of Government Human Resource Development Fund
- Agencies must allocate at least 0.1% of their Personal Services budget for competency development.
- The fund covers application fees, training participation, and staff development expenses.
Implementation and Effectivity
- DAP, with oversight agencies and stakeholders, to issue implementing rules and regulations immediately.
- The Executive Order takes effect upon its publication in a newspaper of national circulation.
