Republic Act No. 8981 (PRC Modernization Act of 2000) is cited for empowering the Professional Regulation Commission (PRC) to adopt policies that enhance and maintain high professional, technical, and ethical standards in professional practice.

Section 1 requires the Code of Good Governance for the Professions in the Philippines to be adopted by all registered professionals.
The governance mandate applies to registered professionals in the practice of their professions as directed by Section 1.

Section 2 directs the Governance Advisory Council and the Professional Regulation Commission (PRC) to undertake measures to effectively implement and enforce the Code.
Section 2 directs the PRC and the Governance Advisory Council to implement the Code through networking with government agencies and civil society.
