- The Government pursues development of communities in major urban cities along the human settlements approach.
- The Sahaya Housing Project in Zamboanga City is treated as conforming with the human settlements approach in community development.
- The Sahaya Housing Project is also intended to preserve the lifestyle of Muslim brothers.
Covered programs, areas, and scope
- The Southern Philippines Development Authority (SPDA) must pursue the development of the Sahaya Housing Project in Zamboanga City.
- SPDA must also undertake the improvement and rehabilitation of resettlement projects in Mindanao, including Tawi-Tawi, Jolo, Marawi City, and various areas in Cotabato.
- The Budget Commission must release funds for the Sahaya Housing Project and various resettlement projects under the Rehabilitation and Development of Mindanao Program (RAD-Mindanao).
- The Department of Public Highways and the Department of Public Works, Transportation and Communications must assist in developing major infrastructure projects needed in the project areas enumerated.
Required Sahaya housing development components
- SPDA must pursue the Sahaya Housing Project specifically through (1) development of the water systems, (2) development of electrical systems, and (3) development of sewerage systems.
- SPDA must implement the construction of 200 dwelling units.
- SPDA must implement barangay community facilities as part of the housing project.
- SPDA must implement other social infrastructures as part of the housing project.
- SPDA must widen and upgrade the access road for the project.
Resettlement rehabilitation mandate
- SPDA must undertake improvement and rehabilitation of resettlement projects in Mindanao.
- SPDA must include resettlement projects in Tawi-Tawi, Jolo, Marawi City, and various areas in Cotabato.
Funding directive and breakdown
- The Budget Commission must release PHP 9 Million from previously appropriated funds of the Rehabilitation and Development of Mindanao Program (RAD-Mindanao).
- The PHP 9 Million release must be broken down as follows:
- Sahaya Housing Project: PHP 7.5 M
- Various Resettlement Projects: PHP 1.5 M
- The total released amount must be PHP 9.0 M.
Infrastructure assistance and budget inclusion
- The Department of Public Highways must assist in the development of major infrastructure projects needed in the project areas enumerated.
- The Department of Public Works, Transportation and Communications must assist in the development of major infrastructure projects needed in the project areas enumerated.
- Each assisting department must include in its 1977 budget funds for the needed infrastructure projects.

- SPDA must pursue and implement the directed Sahaya Housing Project components as enumerated.
