- Provincial bus operators must install a diaper-changing table inside the restroom for women.

- The requirement is tied to the women’s restrooms within bus terminals, not to other restroom facilities.
Implementation period and inspection
- Provincial bus operators are granted up to six (6) months from the effectivity of the circular to implement and fully comply.
- The LTFRB GAD Focal Point representatives conduct periodic inspection of terminals, stations, and sub-stations of provincial bus operators.
- Inspections cover facilities in Metro Manila and provinces.

Adoption and enforcement timeline
- The circular was adopted on August 08, 2000.
- The enforcement start is triggered by the effectivity rule: fifteen (15) days after filing three (3) copies with the U.P. Law Center.
- Full compliance by provincial bus operators must be achieved within six (6) months from that effectivity date.
