Legal basis, context, and prior reorganization
- The President acts by virtue of the powers vested in me by law.
- The Executive Order is premised on Executive Order No. 103 dated May 17, 2003, which divided Region IV into IV-A (CALABARZON) and IV-B and transferred Aurora Province to Region III.
- The Executive Order is also grounded on the Regional Development Council IV-A affirmation of Calamba City as regional center.
- The Executive Order directs reforms to improve coordination among agencies operating in the CALABARZON area.
Policy purpose and coordination objectives
- The Executive Order establishes that Calamba City’s designation will foster better coordination among agencies.
- It provides that the designation will promote efficiency in the discharge of functions among agencies operating in CALABARZON.
- It recognizes Calamba City as a site chosen because it has been established as a center of industrial development and urban activities.
Designation of CALABARZON regional center
- Section 1 designates Calamba City as the regional center of Region IV-A (CALABARZON).
- This designation makes Calamba City the principal location for regional functions within Region IV-A (CALABARZON).
Site development and regional-center implementation
- Section 2 requires the Regional Development Council of Region IV-A to immediately undertake necessary steps for the site development of the CALABARZON regional center in Calamba City.
- Section 2 ties implementation directly to development of the regional center location in Calamba City.
Relocation of national line agencies
- Section 3 directs that all national line agencies shall locate their regional offices in Calamba City as soon as possible.
- Section 3 requires national line agencies to provide the necessary budgetary and other requirements to support their relocation to Calamba City.
Repeal of inconsistent issuances
- Section 4 repeals or modifies all orders, rules, regulations, and issuances, or parts thereof, that are inconsistent with Executive Order No. 246.
- The effect of Section 4 is to remove conflicts with the designation and relocation directives under this Executive Order.
