Designation of Asian Star Bldg as IT Center

Republic Act No. 7916 (Special Economic Zone Act of 1995), as amended by Republic Act No. 8748, authorizes the President’s power to designate areas and facilities as part of the program for special economic zone development.
The designation is made pursuant to the powers vested under Republic Act No. 7916, as amended by Republic Act No. 8748.
The President acts on the recommendation of the Board of Directors of the Philippine Economic Zone Authority (PEZA).
The designation is subject to the Implementing Rules and Regulations of Republic Act No. 7916.

The designation is made subject to PEZA Board Resolution No. 00-411 dated 29 December 2000.
The designation is also made subject to PEZA Board Resolution No. 07-395 dated 21 August 2007.
The resolutions are further amended by PEZA Board Resolution No. 08-084 dated 15 February 2008.
The President’s creation and designation expressly incorporate these PEZA board resolutions and their amendments as part of the regulatory basis for the designation.

Proclamation No. 1562 creates and designates the Asian Star Building as an Information Technology Center.
The Asian Star Building is located at Lots 1 and 2, Block 2, Phase 1, Filinvest Corporate City, Alabang, Muntinlupa City.
The building is designated as an IT Center pursuant to Republic Act No. 7916, as amended by Republic Act No. 8748.
The designation is made for the property standing on private domain.

The Asian Star Building stands on two parcels of private domain with an aggregate area of Two Thousand Nine Hundred Thirty Five (2,935) Square Meters, more or less.
The two parcels are identified as Lot 1, Block 2 and Lot 2, Block 2, both shown on Subdivision Plan Psd-00-036829.
The description places the parcels in Barangay of Alabang, Muntinlupa, Metro Manila, Island of Luzon.
Lot 1, Block 2 contains an area of One Thousand Five Hundred Sixty Six (1,566) square meters, more or less.
Lot 2, Block 2 contains an area of One Thousand Three Hundred Sixty Nine (1,369) square meters, more or less.

Lot 1, Block 2 is bounded on the SE. along lines 1 to 4 by Road Lot 8 (20.50 m. wide).
Lot 1, Block 2 is bounded on the SW. and NW. along lines 6 to 15 by Road Lot 11 (12.00 m. wide).
Lot 1, Block 2 is bounded on the NE. along line 15-1 by Lot 2, Block 2.
Lot 2, Block 2 is bounded on the SW. along lines 1-2 by Lot 1, Block 2.
Lot 2, Block 2 is bounded on the NW. along line 2 to 6 by Road Lot 11 (12.00 m. wide).
Lot 2, Block 2 is bounded on the NE. along line 6-7 by Lot 3, Block 2, and on the SE. along line 7 to 10-1 by Road Lot 8 (20.50 m. wide).
The technical metes-and-bounds descriptions identify starting points and courses and include survey and approval particulars, including survey dates and plan approval details.

The proclamation states that the President sets her hand and causes the seal of the Republic of the Philippines to be affixed.
The proclamation is dated and executed in the City of Manila on July 25, 2008.
