Poro Point SEZ and Freeport Zone Creation

The proclamation relies on the powers vested in the President under RA 7916 and its amendments.
It specifically references Resolution No. 06-205 issued by the PEZA Board on May 11, 2006.
The zone covers areas that were previously recognized under Presidential Proclamation No. 216 (dated July 27, 1993) by then-President Fidel V. Ramos.

Poro Point SEZ encompasses the former Wallace Air Station and contiguous areas within San Fernando City, La Union.
It covers approximately 800 hectares, including land and bay areas subject to survey and verification by the Department of Environment and Natural Resources (DENR).
The zone includes San Fernando Airport, Seaport, Barangays Poro and San Vicente, and parts of Barangays San Agustin, San Francisco, and Canaoay.
Any reclaimed areas adjoining the shores of Poro Point are included within the SEZ boundary.

Presidential Proclamation No. 216 initially created the Poro Point Special Economic and Freeport Zone based on the territories covered by the Wallace Bases Agreement between the Philippines and the United States.
The proclamation was executed with the concurrence of the affected local government units, underscoring compliance with local government resolutions.

The operation and governance of the Poro Point SEZ shall adhere to the provisions of RA 7916 and its implementing rules and regulations.
The Freeport zone status facilitates a range of economic activities consistent with both national laws and PEZA guidelines.

The proclamation was signed by President Gloria Macapagal-Arroyo and attested by the Executive Secretary Eduardo R. Ermita on December 7, 2006.
The official seal of the Republic of the Philippines was affixed to the document, signifying its legal effect and enforceability.
