Republic Act No. 7916, as amended by Republic Act No. 8748, provides the legal authority to designate an Information Technology Center.
The designation is made subject to Implementing Rules and Regulations under Republic Act No. 7916.

The proclamation creates and designates the Dela Rosa E-Service Building as an Information Technology Center.
The designation is made to implement the framework of Republic Act No. 7916, as amended.
The proclamation confirms the designation is made subject to applicable statutory and regulatory requirements under Republic Act No. 7916.

The designated Information Technology Center consists of a building that stands on two parcels of land of the private domain.
The parcels are located along Dela Rosa Street, Barangay San Lorenzo, Makati City.
The covered area is Three Thousand Six Hundred Twelve (3,612) Square Meters, more or less.
The technical description identifies:
- Lot 2, Pcs-00-011927, TCT No. 200906,
- a parcel situated in Barangay of San Lorenzo, City of Makati, Province of Metro Manila, Island of Luzon.

The land is bounded as follows:
- On the NE. SE. along lines 1-2-3 by Lot 3 (road 12 m. wide) Pcs-00-006215,
- On the SW. along line 3-4 by Street lot (Dela Rosa Street) (LRC) Pcs-4467,
- On lie 4-5 by Lot 3,
- On the NW. along line 5-1 by Lot 1 of the consolidated subdivision plan.
The technical description sets a starting point:
- Beginning at a point marked "1" on the plan, described as S. 59 deg. 03'W., 1964.25 m. from BLLM #1 Makati, Rizal.
The courses and distances are:
- S. 56 deg. 20' E., 84.00 m. to point 2;
- S. 33 deg. 40' W., 43.00 m. to point 3;
- N. 56 deg. 20' W., 1.00 m. to point 4;
- N. 56 deg. 20' W., 83.00 m. to point 5;
- N. 33 deg. 40' E., 43.02 m. to the point of beginning.
The technical description states that all referenced points are indicated on the plan and marked on the ground by PS cyl. conc. monc., 15x40 cm., with bearings true, using surveys dated December 10, 1923–January 9, 1924 (Psu-41347) and the consolidated subdivision survey dated May 3, 2006, approved November 2, 2006.

The proclamation is published in the 104 OG No. 42, 6983 (October 20, 2008).
The proclamation is dated August 05, 2008 and is formally executed in Manila with the seal of the Republic of the Philippines affixed.
