A memorandum order expresses the President's concurrence and ratification in the deputation of law enforcement agencies and other concerned agencies to ensure the successful conduct of a plebiscite for the creation of barangays in Taguig City.

Constitutional basis for concurrence

  • Section 2, (4)(c), Article IX of the Constitution authorizes the President’s concurrence and ratification in the deputation of law enforcement and other concerned agencies for the specified electoral exercise.

COMELEC deputation ratified by President

  • The President concur in and ratify the deputation made by the Commission on Elections (COMELEC) through Resolution No. 8543, promulgated on 12 November 2008.
  • The deputation is directed for the purpose of ensuring a free, orderly, honest, peaceful and credible conduct of the plebiscite dated December 18, 2008.
  • Memorandum Order No. 292 ratifies deputation of the following agencies: Department of Education (DepEd); Department of Public Works and Highways (DPWH); Department of the Interior and Local Government (DILG); National Police Commission; and the Philippine National Police (PNP).

Plebiscite subject and barangay creations

  • The deputation is for the plebiscite to ratify the creation of barangays in Taguig City.
  • The plebiscite is to ratify barangay creations out of the following mother barangays:
    • Barangay San Miguel out of Barangay Hagonoy.
    • Barangay Tanyag, Barangay South Daang Hari, and Barangay North Daang Hari out of Barangay Bagong Tanyag.
    • Barangay Central Bicutan out of Barangay Upper Bicutan.
    • Barangay North Signal Village, Barangay Katuparan, Barangay South Signal Village, and Barangay Central Signal Village out of Barangay Signal Village.
    • Barangay Pinagsama and Barangay Fort Bonifacio out of Barangay Western Bicutan.
    • Barangay New Lower Bicutan out of Barangay Lower Bicutan.
  • The barangay creations are pursuant to Ordinance Nos. 24, 25, 26, 27, 57, 58, 59, 60, 61, 67, 68 and 69, all series of 2008, of the Sangguniang Panlungsod of Taguig City.

Coordination with COMELEC

  • The law enforcement agencies and other concerned agencies are directed to coordinate and cooperate with the COMELEC in performing their duties and functions.
