Deployment of Filipino contract workers to specific towns in Angola is temporarily suspended due to safety concerns, while those heading to other areas must be informed of the war risk and secured with mandatory insurance.

Coverage: Angola areas suspended

  • Deployment of Filipino contract workers to the Angola local areas consisting of the towns of Andrada, Lucapa and Camisombo is temporarily suspended.
  • Deployment of Filipino contract workers to the Angola local areas consisting of Luo, Luovuo, MD2 and MD5 is temporarily suspended.
  • The suspension applies to deployment of Filipino contract workers to the enumerated areas in Angola.
  • The suspension remains in force until further notice.

Coverage: other Angola areas allowed

  • Deployment of Filipino contract workers to all other areas in Angola is permitted.
  • All permitted deployments to areas other than Andrada, Lucapa, Camisombo, Luo, Luovuo, MD2, and MD5 are treated as war risk areas.
  • All contract workers bound for these permitted war risk areas must meet the war risk insurance requirement described in this circular.

War risk insurance requirement

  • Contract workers bound for the permitted Angola areas (treated as war risk areas) must be covered by mandatory war risk insurance.
  • The mandatory war risk insurance is defined by Section 2, Rule VI, Book VII of the Rules and Regulations Governing Overseas Employment.
  • This insurance coverage is a requirement for workers deploying to the permitted Angola areas that are treated as war risk areas.

Pre-Departure Orientation and agency duties

  • All agencies deploying workers for Angola must disseminate the relevant information to concerned workers during the Pre-Departure Orientation Seminar (PDOS).
  • Dissemination during PDOS must ensure workers are properly forewarned.
  • Dissemination during PDOS must ensure workers are made aware of the job risks involved.

Basis for the issuance

  • The suspension is issued in view of recent developments in Angola.
  • The suspension action was issued upon recommendation of Philippine Honorary Consul C.R.G. Hellinger.
