Establishment of the Boundary Committee
- A Committee was created under Memorandum Order No. 446 dated July 19, 1974, to resolve the boundary issue.

Agreement on Boundary Line
- The municipal mayors of Obando, Bulacan and Navotas, Rizal accepted the line proposed by the Committee.
- This agreed line was finalized as the boundary between the two municipalities and simultaneously as the provincial boundary between Rizal and Bulacan for the concerned area.
Survey and Survey Plan Approval
- The Bureau of Lands conducted a survey from August 1 to 31, 1974, under Plan SWO-41726 to physically delineate the boundary line.
- The survey plan was approved by the Committee under Memorandum Order No. 446 and the Director of Lands on December 12, 1974.
Precise Description of the Boundary Line
- The boundary begins at the junction of Binuwangan River and Sapang Tukol creek, which are navigable waterways.
- It proceeds southwest towards Manila Bay along Sapang Tukol.
- The boundary includes specific marker points (Provincial Boundary Monuments (PBM)) with precise geographic coordinates:
- PBM No. 16 for Bulacan (also PBM No. 52 for Rizal): Latitude 14°42'20.025" N, Longitude 120°54'36.598" E.
- PBM No. 17 for Bulacan (also PBM No. 51 for Rizal): Latitude 14°42'11.608" N, Longitude 120°54'23.434" E.
- From PBM No. 17, the line extends 119.00 meters westward along the shoreline of Manila Bay.
Legal Effect and Implementation
- The decree declaring the boundary line takes effect immediately upon issuance.
- The decree serves as the official and authoritative definition of the boundary for administrative and legal purposes.

- The decree was issued by the President of the Philippines exercising constitutional powers.
