  • Operational Control: Delegated authority to direct forces for specific missions limited by function/time/location; excludes admin/logistic responsibilities.
  • Direct and Supervise: Authority to act directly, review, modify decisions, prioritize execution and set guidelines.
  • Command: Lawful authority over subordinates via designation.
  • Responsibility: Obligation to complete assigned tasks with authority.
  • Functional Authority: Delegated power to control processes/practices relating to staff responsibilities.
  • Directing Functional Authority: Power to issue orders within expertise areas under policies.
  • Supervisory Authority: Delegated oversight authority without line or staff status.
  • Supervision: Power to direct and oversee subordinate actions toward objectives.
  • Inter-Operability: Joint police or police/AFP movement addressing peace and order incidents across multiple PROs.

Policy Guidelines

  • Clear delineation of authority between Command Group, Directorial Staff, and DIPOs.
  • Deputy Chief for Administration supervises specific directors (Personnel, Logistics, HR, Research, Comptrollership).
  • Deputy Chief for Operations supervises directors (Intelligence, Operations, Plans, Community Relations, Investigation, DIPOs).
  • DIPOs formulate and implement operational plans/policies adapted to their area of responsibility (AOR).
  • Directorate for Operations assists Chief, PNP in command/control related to operations and deployment.
  • All directorial staff and DIPOs maintain a coordinating relationship involving advice, planning, synchronization.
  • DIPOs supervise and control operations involving trans-regional boundaries; regional directors manage local operations.
  • Regional Directors maintain peace, manage crimes within their AOR, and report transregional crimes to DIPOs.
  • NSUs perform duties supporting PROs and are under operational supervision of DIPOs.

Operational Guidelines

  • DIPOs direct/supervise inter-regional anti-criminality, counter-terrorism, and counter-insurgency operations.
  • PROs fall under operational control of DIPOs during inter-regional or joint AFP operations; must follow DIPO directives.
  • Regional Directors continue local peace and order supervision within their jurisdiction.
  • Coordination of intelligence, investigation, and operations on transregional crimes through DIPOs.
  • PROs report crimes to Directorate for Operations; DIPOs report significant transregional crimes to Chief, PNP and Command Group.
  • NSUs report on inter-regional support operations to DIPOs.

Applicability of Trans-Regional Operations

  • Crimes under DIPO jurisdiction when affecting transregional peace and order include: terrorism, human smuggling, piracy, rebellion, arms smuggling, hijacking, coup d'etat, kidnapping for ransom, highway robbery, marine crimes, and others as designated.
  • Crimes confined to single locality or region remain under PRO jurisdiction.

Coordinating Instructions

  • Investigation of specified transregional crimes handled by CIDG and/or PROs under DIPO orders.
  • Hot pursuit operations allowed across boundaries if timely coordination with affected PRO and DIPO is made.
  • DIPO supervises handling of sensational cases; DIDM and DO designate case assignments.
  • PROs handle crimes within their jurisdiction to promote justice and peace locally.

Rescission Clause

  • Conflicting PNP policies and directives are rescinded or modified accordingly.

Effectivity

  • Circular effective April 1, 2009, as adopted on March 16, 2009, by Police Director General Jesus A. Verzosa, Chief, PNP.
