Civil Registration and Vital Statistics Decade

Commonwealth Act No. 3753 (1930) established the system of civil registration.
The law mandates continuous and compulsory recording of births, deaths, marriages, and other civil status events.
Civil registry documents serve as primary proof for identity and civil status.

Republic Act No. 10625 (Philippine Statistical Act of 2013) assigns the Philippine Statistics Authority (PSA) the authority to enforce and administer civil registration functions.
PSA is responsible for the enforcement, administration, and production of updated civil registration and vital statistics.

Aligns with United Nations Economic and Social Commission for Asia and the Pacific Resolution 69/15 focusing on improving civil registration and vital statistics systems.
The Ministerial Conference on Civil Registration and Vital Statistics in Asia and the Pacific (November 2014) adopted a regional declaration called "Get everyone in the picture," encouraging comprehensive registration systems.
The declaration of the decade also corresponds with regional efforts to enhance civil registration in Asia and the Pacific.

All national government agencies, local government units, government-owned or -controlled corporations, private sector, development partners, and citizens are enjoined to support the initiatives.

The declaration was made by President Benigno S. Aquino III utilizing his legal powers.
The proclamation was formally signed in Manila on August 20, 2015, with the seal of the Republic affixed.
Executive Secretary Paquito N. Ochoa Jr. also attested to the declaration.
