Purpose and holiday declarations
- RA No. 9492 amended Section 26, Chapter 7, Book I of Executive Order No. 292 to declare certain days as special or regular holidays.
- RA No. 9849 provides that Eidul Adha is celebrated as a national holiday.
- The proclamation declares Spring Festival (Chinese New Year) as a special (non-working) day for 2020 on 25 January 2020.
- The proclamation declares Black Saturday as a special (non-working) day on 11 April 2020.
- The proclamation declares additional special (non-working) days—2 November 2020 and 24 December 2020—to strengthen family ties and promote domestic tourism.
- RA No. 10966 provides that December 8 of every year is a special non-working holiday for the Feast of the Immaculate Conception of Mary.
Regular holidays for 2020
- The proclamation provides the following regular holidays for 2020, to be observed in the country:
- New Year's Day falls on 1 January (Wednesday).
- Araw ng Kagitingan falls on 9 April (Thursday).
- Labor Day falls on 1 May (Friday).
- Independence Day falls on 12 June (Friday).
- National Heroes Day is observed on the 31 August (Last Monday of August).
- Bonifacio Day is observed on 30 November (Monday).
- Christmas Day falls on 25 December (Friday).
- Rizal Day falls on 30 December (Wednesday).
Special (non-working) days for 2020
- The proclamation provides the following special (non-working) days for 2020, to be observed in the country:
- Chinese New Year is observed on 25 January (Saturday).
- EDSA People Power Revolution Anniversary is observed on 25 February (Tuesday).
- Black Saturday is observed on 11 April 2020.
- Maundy Thursday is observed on 9 April.
- Good Friday is observed on 10 April.
- Ninoy Aquino Day is observed on 21 August (Friday).
- All Saints' Day is observed on 1 November (Sunday).
- Feast of the Immaculate Conception of Mary is observed on 8 December (Tuesday).
- Last Day of the Year is observed on 31 December (Thursday).
- The proclamation also designates additional special (non-working) days:
- 2 November (Monday)
- 24 December (Thursday)
Eidul Fitr and Eidul Adha scheduling
- SECTION 2 directs that proclamations declaring national holidays for Eidul Fitr and Eidul Adha shall be issued after approximate dates are determined.
- The approximate dates must be determined in accordance with the Islamic calendar (Hijra) or the lunar calendar, or upon Islamic astronomical calculations, whichever is possible or convenient.
- SECTION 2 requires the National Commission on Muslim Filipinos (NCMF) to inform the Office of the President of the actual dates when these holidays will fall.
Implementing guidelines and publication
- SECTION 3 requires the Department of Labor and Employment to promulgate the implementing guidelines for the proclamation.
- SECTION 5 requires publication in a newspaper of general circulation.
