Flag lowering requirements and coverage
- All flags in all government buildings and installations, at home and abroad must be flown at half-mast for seven (7) days.
- At the Office of the Vice President, the Philippine Senate, the House of Representatives, and the Department of Foreign Affairs, flags must remain at half-mast beyond seven (7) days until the day of the funeral.
State funeral and burial call
- The proclamation calls on the Armed Forces of the Philippines to give former Vice President Laurel a state funeral and burial at the Libingan ng mga Bayani if the Laurel family so wishes.
