Legal basis and income standard
- The declaration is made by operation of Section 2 of Republic Act No. 1515.
- The conversion to municipality is based on Jipapad’s realization of an average annual income of more than PHP 4,000.
- The income requirement is measured during four consecutive fiscal years ended June 30, 1964.
Municipality classification and equivalence rule
- Jipapad is declared a fifth class municipality.
- Republic Act No. 2368 provides that fifth class is equivalent to seventh class for classification purposes.
- The order treats the resulting classification as fifth class (equivalent to seventh class).
Continuity of elective officials
- The present elective officials of the municipal district of Jipapad that is being declared as a municipality continue to hold their corresponding municipal offices.
- The officials continue in office until their successors shall have been elected in the next general elections for local officials.
- The officials’ continuity continues until their successors shall have qualified.
Transitory timing and date directives
- The municipality status is effective starting July 1, 1964.
- The continuation of office for incumbents runs up to the next general elections for local officials and the qualification of successors.
- The order is dated and signed in Manila on July 16, 1965.
