Designation of Officials for the Mindanao Container Terminal Sub-Port
- Mindanao Container Terminal Sub-Port headed by a Port Collector.
- Port Collector to be assisted by customs personnel designated by the Commissioner of Customs.
Personnel and Operational Management
- Commissioner of Customs authorized, subject to Secretary of Finance's approval, to determine personnel requirements.
- May transfer or move personnel within the Bureau of Customs according to Civil Service rules to the Sub-Port.
- Emphasis on economy, efficiency, and effectiveness in personnel management.
Funding and Appropriations
- Initial operational funds sourced from the Bureau of Customs' available funds.
- Future funds included in the annual budget proposals.
- All funds subject to existing budgetary, accounting, and auditing laws.
Effectivity Clause
- Executive Order effective 15 days after publication in the Official Gazette or a newspaper of general circulation.
