Strategies for Implementation

  • Social Mobilization:
    • Mandatory planting of minimum 10 seedlings per year by students and government employees.
    • Encouragement of participation by private sector and civil society.
    • People's Organizations (POs) assigned primary responsibility for maintenance and protection of plantations with government/private assistance.
  • Harmonization:
    • Integration of all tree planting initiatives under NGP.
    • Annual production of quality seedlings by government institutions.
    • Technical assistance provided by DA, DENR, and DAR.
  • Incentives:
    • Proceeds from agroforestry plantations accrue to beneficiary communities.
    • Priority for NGP beneficiaries in the Conditional Cash Transfer Program.
    • Development of incentives for rainforestation, especially in protected areas.
  • Monitoring and Management:
    • Centralized database managed by DA, DAR, DENR.
    • Regular monitoring, reporting, and stakeholder engagement including private sector and academe.

Oversight and Lead Agency

  • NGP Oversight Committee formed from DA-DAR-DENR Convergence Initiative Steering Committee.
  • DENR designated as lead agency.

Roles and Responsibilities of Partner Agencies

  • DA, DAR, DENR: Nursery establishment, site preparation, planting, monitoring, technical support, infrastructure, marketing assistance.
  • DepEd, CHED: Student mobilization, nursery and planting activities, IEC campaigns, extension services, monitoring.
  • DSWD: Conditional cash transfer provision, social mobilization.
  • DBM: Funding allocation.
  • DILG: Transportation, security, fire protection, IEC.
  • LGUs: Nursery establishment, urban greening plans, communal tree farms, infrastructure, medical support, technical assistance.
  • DOH: Transportation and medical support.
  • DPWH: Transport support, road construction.
  • DOTC: Transport and communication facilities.
  • DND: Nursery and site preparation, security, transport support.
  • DOST: Technology development and transfer, IEC.
  • DOJ: Nursery and transport support.
  • NCIP: Mobilization and supervision of indigenous peoples' participation.
  • TESDA: Technical assistance in product development.
  • PAGCOR: Funding support.
  • All other government agencies, GOCCs, and SUCs to fully support.

Implementation Guidelines and Funding

  • Agencies to issue implementing guidelines within 15 days.
  • Initial funding by DBM, subsequent funds integrated into agency budgets.

Legal Provisions

  • Separability clause preserving valid provisions if parts declared unconstitutional.
  • Repealing clause to override inconsistent rules and regulations.
  • Immediate effect upon publication in general circulation newspaper.
