Declaring GMTFM Abattoir National and Price Stabilization

The President issues Executive Order No. 325 by virtue of powers vested in him by law.
The GMTFM slaughterhouse and chicken dressing plant operate under a memorandum of agreement with the Bureau of Animal Industry.
The memorandum of agreement is described as being established “pursuant to” Commonwealth Act No. 340 and Act No. 3639, duly approved by the Secretary of Agriculture and Natural Resources.
The order is framed to ensure the success of the integrated food-commodity marketing undertaking centered on the GMTFM complex.

Executive Order No. 325 is anchored on the declared purpose of stabilizing prices of essential food commodities through an integrated, efficient produce marketing system.
The order states that the GMTFM is designed to stabilize public prices while encouraging increased food production.
Executive Order No. 325 is directed toward ensuring abundant food commodities at low prices for the public.

Executive Order No. 325 declares the GMTFM slaughterhouse and chicken dressing plant a national abattoir.
The declared national abattoir consists of the Slaughterhouse and Chicken Dressing Plant located in the GMTFM complex.
The GMTFM national abattoir is situated at Taguig, Rizal.
The declaration is made to support national-level marketing and price stabilization for livestock meat and poultry products.

Provincial governors, city mayors, and municipal mayors are directed to extend their fullest cooperation to facilitate the unrestricted trading of livestock meat, chicken, and poultry products processed through the GMTFM national abattoir.
Cooperation is required for products that are slaughtered, stored, dressed, and processed in the GMTFM National Abattoir.
Trading facilitation must cover marketing to and from the GMTFM national abattoir to all provinces, cities, and municipalities.
Local officials must treat cooperation as an ongoing duty to ensure uninterrupted flow of products from the GMTFM complex into all localities.

Provincial governors, city mayors, and municipal mayors are directed to prevent unnecessary delays and/or harassment in marketing or deliveries of products originating from and through the GMTFM to all provinces and municipalities.
Local officials must align their actions with the order’s price stabilization objective by maintaining timely and non-discriminatory marketing channels for GMTFM-sourced products.

Provincial governors, city mayors, and municipal mayors must undertake such measures as needed to assist the GMTFM and the Bureau of Animal Industry.
Assistance is directed toward the immediate or accelerated conclusion of negotiations and/or transactions with traders in their respective jurisdictions.
The subject of negotiations and/or transactions must concern “all matters related to the marketing of such produce.”
The measures taken must be for the best interest of the public and in support of the overall objective of stabilizing prices.
