- Trading facilitation must cover marketing to and from the GMTFM national abattoir to all provinces, cities, and municipalities.
- Local officials must treat cooperation as an ongoing duty to ensure uninterrupted flow of products from the GMTFM complex into all localities.
Local government duties to prevent delays/harassment
- Provincial governors, city mayors, and municipal mayors are directed to prevent unnecessary delays and/or harassment in marketing or deliveries of products originating from and through the GMTFM to all provinces and municipalities.
- Local officials must align their actions with the order’s price stabilization objective by maintaining timely and non-discriminatory marketing channels for GMTFM-sourced products.
Duty to assist negotiations and transactions
- Provincial governors, city mayors, and municipal mayors must undertake such measures as needed to assist the GMTFM and the Bureau of Animal Industry.
- Assistance is directed toward the immediate or accelerated conclusion of negotiations and/or transactions with traders in their respective jurisdictions.
- The subject of negotiations and/or transactions must concern “all matters related to the marketing of such produce.”
- The measures taken must be for the best interest of the public and in support of the overall objective of stabilizing prices.
