Implementation Responsibility
- The Housing and Urban Development Coordinating Council (HUDCC) is appointed as the lead agency responsible for implementing this order.
- BCDA must facilitate the smooth turnover of administration and control of the identified areas to HUDCC.
Executive Committee Composition and Duties
- An Executive Committee will be formed to assist HUDCC.
- Members include HUDCC (Chair), BCDA, Department of Environment and Natural Resources (DENR), Presidential Commission for the Urban Poor (PCUP), Department of National Defense/Armed Forces of the Philippines (DND/AFP), the Municipal Government, and Congressional Representative of the respective localities.
- Responsibilities include establishing final property boundaries through survey, identifying and qualifying beneficiaries, and setting fair lot/unit pricing and payment schemes.
- The Committee must consider existing agreements with peoples’ organizations in the area.
Funding Provisions
- The Executive Committee is tasked to prepare a budget covering activities such as social preparation, census and tagging, ground surveys, and mobilization.
- The Department of Budget and Management is mandated to ensure funding for the Executive Committee's activities.
Separability Clause
- If any provision of the Order is declared invalid by a competent court or tribunal, the remaining provisions shall continue in full force and effect.
Effectivity Clause
- The Executive Order takes effect immediately upon issuance.
