- The municipal district of Piagapo qualifies as a municipality because it “has realized an average annual income of more than PHP 4,000” during the four consecutive fiscal years ended June 30, 1965.
- The classification rule results in a fifth class municipality status (equivalent to seventh class under Republic Act No. 2368).
Continuity of elective local officials
- The present elective officials of the municipal district being declared as a municipality continue to hold their respective corresponding municipal offices.
- Continuation lasts until their successors are elected in the next general elections for local officials and have qualified.

- Executive Order No. 166 is dated August 27, 1965.
- The order is signed by Diosdado Macapagal, President of the Philippines.

Reclassifying legal basis
