Creation of the Commission for Development and Maintenance

  • A Corregidor-Bataan National Shrines Commission is established.

Composition of the Commission

  • Chairman: Secretary of National Defense.
  • Vice-Chairmen: Secretary of Agriculture and Natural Resources and Secretary of Commerce and Industry.
  • Members include Secretaries of Public Works and Communications, Armed Forces Chief of Staff, Civil Aeronautics Administrator, Presidents of Philippine Association and Philippine Tourist and Travel Association, USAFFE Veterans Supreme Councilor, Defenders of Bataan and Corregidor, and Chairman of Historical Markers Committee.

Responsibilities of the Commission

  • Identify historic areas to preserve, develop, and beautify.
  • Set and mark boundaries of these areas.
  • Chief of Staff to mark and reserve battlefield areas exclusive for temporary military use within 30 days.
  • Remove military stores and dangerous objects like unexploded mines and bombs near historic sites.

Planning and Development Programs

  • Conduct studies and prepare a general program for national parks covering historic areas.
  • Recommend plans for memorials or monuments considering topography, vegetation, and historical significance.

Infrastructure and Tourist Facilities

  • Recondition the airstrip in Corregidor; construct a new one in Bataan.
  • Build rest-houses for tourists in both locations.
  • Preference to reconstruct/restorate General MacArthur’s cottage and historically significant buildings.

Funding and Priority Implementation

  • Secretaries and agencies directed to prioritize improvements.
  • Allocation of funds from current appropriations for project realization.

Cooperation with U.S. Commission

  • Commission may collaborate with U.S. Bataan-Corregidor Memorial Commission.
  • Possible integration of plans for a unified project.

Assistance from Government Entities

  • Commission can request aid from any government department or agency.
  • Assistance for plan preparation, execution, or service maintenance.

Repeal and Modification of Conflicting Orders

  • All inconsistent executive orders, administrative orders, and proclamations repealed or modified.

Effectivity

  • The Order takes effect immediately upon issuance.
