Legal basis and peace-process framework
- Executive Order No. 101 grounds its peace-zone and development action on Executive Order No. 125 (1993), as amended by Executive Order No. 03 (2001).
- Executive Order No. 101 ties peace-zone development to a comprehensive, community-based peace process.
Policy purpose: peace, security, rehabilitation
- Executive Order No. 101 treats peace zones as geographical areas declared off-limits to war and any other forms of armed hostility by its residents, categorized as civilian victims of internal armed conflicts.
- Executive Order No. 101 requires immediate and aggressive implementation of development projects to sustain peace and uplift residents’ socio-economic well-being through effective delivery of basic social services.
- Executive Order No. 101 authorizes development assistance responsive to community requests for socio-economic assistance and rehabilitation.
Designation as Special Development Area
- SECTION 1 declares the Baras Peace Zone as a Special Development Area.
- The Baras Peace Zone comprises Barangay Bantayan, Kabankalan City, Negros Occidental.
- The Baras Peace Zone also comprises Barangay Baras Dacu, Mabinay, Negros Oriental.
Funding from the President’s Social Fund
- SECTION 2 releases PHP 7,200,000.00 from the President’s Social Fund.
- The released PHP 7,200,000.00 is granted to the Office of the Presidential Adviser on the Peace Process.
- The grant is for funding the special integrated area development program of the Baras Peace Zone.
Coordination and implementation duties
- SECTION 3 charges the Presidential Adviser on the Peace Process to coordinate with concerned national government agencies and local government units.
- The coordination duty ensures that the needs of the Baras Peace Zone are adequately addressed.
- SECTION 3 requires the Presidential Adviser on the Peace Process to guide and assist in the full implementation of the development projects in the area.
