Duration and Scope of State of Calamity
- The State of Calamity is declared throughout the entire Philippines.
- The period of the declaration is six (6) months unless it is lifted earlier or extended based on prevailing circumstances.
Imposition of Enhanced Community Quarantine (ECQ)
- An Enhanced Community Quarantine is imposed throughout Luzon, commencing at 12 midnight on March 16, 2020, until April 12, 2020.
- The ECQ may be lifted earlier or extended depending on the situation.
Cooperation Among Government Agencies and Local Government Units
- All government agencies and LGUs are mandated to provide full assistance and cooperate with each other.
- They must mobilize necessary resources to undertake critical, urgent, and appropriate disaster response aid and measures promptly.
- The objective is to curtail and eliminate the threat of Covid-19 effectively.
Duties of Law Enforcement and Military Forces
- Law enforcement agencies, supported by the Armed Forces of the Philippines, are directed to ensure peace and order in affected areas.
- They shall undertake all necessary actions to maintain public safety as may be necessary during the health crisis.
Issuance of Guidelines
- The Executive Secretary, the Secretary of Health, and other concerned department heads are tasked with issuing guidelines for implementing the Enhanced Community Quarantine throughout Luzon.
Legal Authority and Effectivity
- The proclamation is executed under the authority vested in the President by the Constitution and existing laws.
- It carries the force of law and is officially signed and sealed by the President and the Executive Secretary.
