Legal Basis for Declaration
- Declaration made pursuant to Republic Act No. 10121, also known as the Philippine Disaster Risk Reduction and Management Act of 2010.
- The National Disaster Risk Reduction and Management Council (NDRRMC) recommended the declaration through Resolution No. 11 (s. 2021).
Purpose of Declaration
- To accelerate government and private sector efforts in rescue, relief, and rehabilitation.
- To streamline the facilitation of international humanitarian assistance.
- To enable effective price control measures over basic goods and commodities in affected areas.
- To provide national and local government units with the authority to utilize funds for rescue, recovery, relief, rehabilitation, and the continuation of basic services.
Directives to Government Agencies
- All government departments and agencies are mandated to execute rescue, recovery, relief, and rehabilitation activities based on relevant plans and directives.
- Agencies must coordinate and augment essential services and facilities for affected local government units (LGUs).
Security and Peacekeeping Measures
- Law enforcement units, supported by the Armed Forces of the Philippines, are ordered to maintain peace and order in the disaster-stricken areas.
Duration and Effectivity
- The State of Calamity is declared effective for one (1) year from December 21, 2021.
- It may be lifted earlier in accordance with existing laws.
Authority and Formalization
- The declaration was signed by then-President Rodrigo Roa Duterte and executed by Executive Secretary Salvador C. Medialdea.
- Formalized in Manila on December 21, 2021, bearing the seal of the Republic of the Philippines.
