Objectives of the Guidelines
- Protection of the environment and maintenance of ecosystem balance.
- Provision of edible fruits for the public and wildlife consumption.
- Prevention of unauthorized cutting of edible fruit-bearing trees.
Conditions for Authorizing Cutting and Utilization
- Cutting inside forest lands allowed only under approved Integrated Annual Operations Plan or Comprehensive Management and Development Plan.
- For private lands, cutting authorized through a Private Land Timber Permit (PLTP) if:
- The land is not under logging ban or moratorium.
- Compliance with existing rules and regulations.
- Supported by a certificate from the Secretary or Department of Agriculture authorizing the cutting.
Cooperation Between DENR and Department of Agriculture
- DENR Regional Executive Director (RED) authorized to enter agreements with Department of Agriculture Regional Director.
- Purpose is to jointly monitor and implement the guidelines, especially for fruit-bearing trees on private lands.
Transport and Shipment Regulations
- Timber and derived products must be accompanied by Certificate of Origin or Verification per DAO No. 07, Series of 1994.
- Transport of wood from Autonomous Region in Muslim Mindanao (ARMM) requires joint documentation with the nearest DENR office.
- Subject to terms of the DENR-ARMM Memorandum of Agreement and DENR Memorandum Circular No. 15, Series of 1992.
Penal Provisions
- Violations of any provisions will be penalized according to existing forestry laws, rules, and regulations.
Effectivity Clause
- This order becomes effective fifteen (15) days after publication in two newspapers of general circulation.
