Executive Committee

Executive Committee Functions

  • Possess all Board powers except filling Board vacancies or amending rules.

Director-General of the Center

  • Chief executive officer appointed by the President on Board recommendation.
  • Responsibilities include policy submission, program administration, operations supervision, annual reporting, and executing additional duties assigned by the Board and Executive Committee.

Founding Institutions and Funding

  • Founding institutions: National Science and Development Board, Metro Manila Commission, and Human Settlements Commission.
  • Each founding institution authorized to contribute PHP 5 million in 1977.
  • Initial PHP 5 million appropriation from the National Treasury.
  • Future funding included in Annual General Appropriations.

Expenditure and Procurement

  • Center’s expenditures are exempt from government procurement laws and restrictions applicable to other agencies.

Staffing

  • Authorized to appoint and maintain technical and administrative staff.
  • Professional and technical personnel exempt from compensation and position classification rules.

Tax Exemptions

  • Donations to Center exempt from taxes and deductible from donor income.
  • Center’s assets, income, operations exempt from taxes, fees, charges, except import taxes and duties.

Asset Disposition Upon Dissolution

  • Remaining assets after liabilities to be transferred to related foundations, institutions, or the government.

Separability Clause

  • Invalidity of any provision does not affect the remainder of the decree.

Effectivity

  • The decree takes immediate effect upon issuance.
