Bureau composition and officers
- The director receives an annual salary of PHP 16,000.
- The incumbent veterinary director of the Manila Zoo continues as the director of the Bureau.
- The director is assisted by the administrative officer of the Manila Zoo, who serves as the executive officer of the Bureau.
- The executive officer receives PHP 12,000 per annum as compensation.
Director’s duties and responsibilities
- The director must administer, supervise, maintain, and improve the Manila Zoo, botanical garden and nurseries, aquarium, oceanarium, planetarium, playgrounds, parks, monuments, historical sites and shrine, historical markers, natural history museum, and public recreation buildings of the City of Manila.
- The director must prescribe reasonable rules and regulations for orderly administration, operation, and maintenance, and for proper care and protection, subject to the approval of the Mayor.
- The director must implement and carry out development and improvement plans and/or expansion, under the supervision and direction of the City Mayor.
- The director must undertake, subject to the approval of the Mayor, fund campaigns and may receive and accept financial or material assistance by donation, solicitation, voluntary contribution, or sponsorship of carnivals, exhibits, shows, etc. for improvement, development, expansion, and operation and maintenance of the listed facilities.
Operations, rentals, and revenue sharing
- The director must provide mechanical and/or electrical amusement devices, rides, and other recreation facilities for rent to the public.
- The director must coordinate with cultural, scientific, educational, athletic, and civic organizations to ensure successful accomplishment of its projects, programs, and activities.
- The director must acquire different species of animals, plants, and natural history specimens and necessary recreational facilities, devices, and equipment for exhibition or public use.
- The director may authorize, subject to the approval of the Mayor, the establishment or installation by private persons of amusement and recreational devices within Bureau property and collect a reasonable fee for their use, with the requirement that not less than 20% of the gross receipts accrue to the credit of the Bureau.
Disposal and enforcement functions
- The director must dispose through sale and exchange:
- excess animals no longer needed for exhibition in the zoo; and
- plants grown and propagated in the botanical garden and nurseries.
- The director must enforce all laws and ordinances pertaining to the protection, preservation, or safety of animals, plants, historical exhibits, playgrounds, and park facilities, among others.
- The director must perform other duties as the Mayor may assign from time to time.
Fees, revolving fund, and authorized collections
- The director must, with the approval of the Mayor, provide and collect reasonable entrance fees and charges for recreational facilities and for rents or royalties, notwithstanding the provisions of all laws and ordinances to the contrary.
- All collections from entrance fees and charges, and all royalties, rents, donations, contributions, proceeds from shows, carnivals, exhibits, etc., must accrue to the credit of the Bureau.
- The Bureau’s collections are treated as a special revolving fund.
- The revolving fund must be expended exclusively for:
- improvement, development, expansion, maintenance, and operation;
- purchase of necessary equipment and recreational devices;
- acquisition of animals and botanical exhibits;
- research; or
- promotion of the betterment and advancement of the operation and management of the Bureau.
Transfer of personnel, records, and assets
- Upon organization of the Bureau, the following must be transferred to the Public Recreations Bureau:
- records, personnel, and balance of funds and appropriations;
- equipment, tools, implements, buildings, and facilities of:
- the Manila Zoological and Botanical Garden;
- the Division of Parks and Monuments; and
- the Division of Public Recreation of the Department of Engineering and Public Works.
Transitional placement of affected officials
- Incumbent officials affected by the Act automatically assume their new positions.
- Incumbent officials receive their new salaries without the necessity of a new appointment.
Repeals and effectivity
- All laws, ordinances, administrative orders, or parts thereof that conflict with the Act’s provisions are repealed.
- Republic Act No. 5264 takes effect upon approval.
- The Act was enacted without Executive approval on June 15, 1968.
