Composition of the Province of Benguet
- Benguet comprises the Subprovince of Benguet and the municipalities of Tuba, Sablan, Itogon, La Trinidad, Tublay, Atok, Bokod, Kabayan, Kapangan, Bakun, Kibungan, Mankayan, and Buguias.
Composition of Mountain Province
- Mountain Province comprises the Subprovince of Bontoc and the municipalities of Barlig, Bauko, Besao, Bontoc, Natonin, Sabangan, Sadanga, Sagada, Tadian, and Paracales.
Composition of the Province of Ifugao
- Ifugao comprises the Subprovince of Ifugao and the municipalities of Banaue, Lagawe, Hungduan, Kiangan, Lamut, Mayoyao, and Potia.
Composition of the Province of Kalinga-Apayao
- Kalinga-Apayao comprises the Subprovinces of Kalinga and Apayao.
- The municipalities in Kalinga retain status as the Subprovince of Kalinga; these are Balbalan, Lubuagan, Pinukpuk, Tabuk, Tanudan, Tinglayan, Quirino, and Liwan.
- The municipalities in Apayao retain status as the Subprovince of Apayao; these are Luna, Flora, Kabugao, Pudtol, Conner, and Bayag.
Provincial Capitals
- The capital of Benguet is La Trinidad.
- The capital of Mountain Province is Bontoc.
- The capital of Ifugao is Lagawe.
- The capital of Kalinga-Apayao is Tabuk.
Application of Laws
- All laws applicable to regular provinces apply to the newly created provinces, except where otherwise provided.
Transition and Assignment of Elective Provincial Officers
- Current elective provincial officers of the original Mountain Province continue their duties in the newly created provinces that correspond to their ethnic groups until successors are elected and qualified.
- These officers continue to receive their current salaries until duly adjusted by law.
- If a provincial governor’s position becomes vacant due to the division, the incumbent vice governor succeeds automatically and holds office until the next election.
- Other necessary elective officers are appointed by the President with the Commission on Appointments’ consent to serve until successors are elected.
Assignment and Appointment of Appointive Provincial Officers and Employees
- Current appointive provincial officers and employees of Mountain Province must choose which of the four new provinces to serve within 30 days.
- They continue to receive existing salaries until re-adjustment by law.
- Additional appointive officers and employees may be appointed following legal provisions to organize and complete the new provincial governments.
Legislative Representation
- Incumbent Members of the House of Representatives continue representing their districts until their terms end.
- Afterward, each newly created province is entitled to one representative.
- The City of Baguio remains part of the representative district of Benguet.
Division of Obligations and Assets
- Upon the Act’s effectivity, the President of the Philippines, on the Auditor General’s recommendation, will equitably divide obligations, funds, assets, and other properties of the former Mountain Province among the new provinces.
Effectivity
- The Act takes effect immediately upon approval.
- It was enacted without executive approval on June 18, 1966.
