Composition and Membership of the Commission

Powers and Functions of the Commission
- Formulate an updated and integrated Master Plan for rehabilitation.
- Enforce easement rights under the Civil Code and related laws, including esteros and waterways draining into the river.
- Integrate and coordinate rehabilitation programs such as Pasig River Development Program and related environmental management programs.
- Abate dumping of untreated industrial wastewater and sewage; enforce Pollution Control Law compliance.
- Relocate unauthorized settlers, squatters, and unlawful occupants along riverbanks.
- Undertake civil works including dredging, clearing structures, and cleaning the river and tributary waterways.
- Regularly report to the Office of the President on rehabilitation progress.
- Coordinate with government and local agencies for implementation.
- Formulate and adopt implementing rules and regulations.
Funding
- Initial funding of Ten Million Pesos (P10,000,000.00) authorized from contingency funds for the Commission's requirements.
Abolition and Transfer of Previous Agencies
- Dissolution of Pasig River Development Council (PRDC), Presidential Task Force on Pasig River Rehabilitation (PTFPRR), and River Rehabilitation Secretariat (RRS).
- Transfer of functions, equipment, logistics, and funds from these former agencies to the new Commission.
Incentives
- The incentives under Presidential Decree 274 and related laws are incorporated as part of this Executive Order to encourage rehabilitation efforts.
Repealing Clause
- All inconsistent orders, proclamations, rules, regulations, or parts thereof are repealed or modified to conform with this Executive Order.
Effectivity
- The Executive Order takes effect immediately upon issuance on January 6, 1999.
