Commission membership and leadership
- The Commission is composed of a Chairman and a Co-Chairman plus members representing specified government agencies.
- The Secretary of the Department of Budget and Management acts as Chairman.
- The Chairman of the Metro Manila Development Authority (MMDA) acts as Co-Chairman.
- Members include the Secretaries and Heads of the following agencies or their representatives:
- Office of the Executive Secretary
- Department of Public Works and Highways
- Department of Environment and Natural Resources
- Housing and Urban Development Coordinating Council
- Department of Tourism
- Department of Transportation and Communications
- Department of Finance
Powers, functions, and integrated planning
- The Commission must draw up an updated and integrated Master Plan for the rehabilitation of the Pasig River, considering its potential for transportation, recreation, and tourism.
- The Commission must ensure observance of easements under the Civil Code and other related laws, including all esteros and waterways that drain into the Pasig River.
- The Commission must integrate and coordinate programs related to rehabilitation, including:
- Pasig River Development Program (P.D. No. 274)
- Proclamation No. 704, series of 1995
- Pasig River Environmental Management and Rehabilitation Sector Development Program, as a continuation of the Pasig River Rehabilitation Program
- The Commission must abate the dumping of untreated industrial wastewater and sewerage into the river, including acts or omissions violating the Pollution Control Law and other related laws.
- The Commission must relocate settlers, squatters, and other unauthorized or unlawful occupants along the Pasig River banks.
- The Commission must undertake necessary civil works, including dredging, clearing of structures, and cleaning of the River and all esteros and waterways that drain into it.
- The Commission must submit regular reports to the Office of the President on the status of government efforts for rehabilitation and development of the Pasig River.
- The Commission must coordinate with all government agencies and offices, including local government units, for implementation measures.
- The Commission must formulate and adopt its implementing rules and regulations.
Funding for initial Commission requirements
- PHP 10,000,000.00 is authorized to be generated from the contingency funds for the Commission’s initial requirements.
- The authorized funding is specifically for enabling the Commission to commence its initial functions.
Abolition and transfer of functions
- The Pasig River Development Council (PRDC), the Presidential Task Force on Pasig River Rehabilitation (PTFPRR), and the River Rehabilitation Secretariat (RRS) are abolished.
- All functions, equipment, and logistics of the abolished bodies are transferred to the Commission for assumption.
- Any and all funds received by the abolished agencies as contributions for Pasig River rehabilitation are transferred to the Commission.
Integration of incentives
- The incentives provided for in P.D. No. 274 and other related laws are integrated as part of Executive Order No. 54.
Repealing and effectivity rules
- All orders, proclamations, rules, regulations, issuances, or parts thereof that are inconsistent with any provision of Executive Order No. 54 are repealed or modified accordingly.
- Executive Order No. 54 takes effect immediately.
