Seat of Government
- The seat of government of the newly created municipality is designated as Barangay Lumbayanague.
Applicability of Laws
- All existing and future provisions of law applicable to regular municipalities shall apply to Lumbayanague.
- This ensures that the municipality operates under standard municipal governance and legal frameworks.
Interim Governance and Appointment of Officials
- Current elective officials of Lumbatan shall immediately perform their duties in Lumbayanague until new officials are appointed.
- The President has the power to appoint officials who will organize and complete the municipal government.
- These officials shall hold office until successors are elected during the next provincial and municipal elections and have qualified, unless removed earlier by the President.
Transfer of Assets, Obligations, and Property
- Upon this Decree’s effectivity, Lumbayanague shall receive a proportionate share of obligations, funds, assets, and other properties from Lumbatan and Butig.
- Transfers are subject to the recommendation of the Commission on Audit to ensure proper allocation and accounting.
Repeal and Modification of Inconsistent Laws
- Any laws, executive orders, or regulations inconsistent with this Decree are repealed or modified accordingly.
- This ensures there is no legal conflict in the creation and administration of the municipality.
Effectivity
- The Decree takes effect immediately upon its promulgation.
- It was signed in Manila on February 14, 1977, by the President of the Philippines and the Presidential Executive Assistant.
