Composition of the Minerals Development Council
- The Council is chaired by the Secretary of the Department of Environment and Natural Resources.

- Includes representatives from the Presidential Management Staff, National Commission on Indigenous Peoples, National Anti-Poverty Commission, Philippine Information Agency, and the Chamber of Mines of the Philippines.
- The Chamber of Mines is represented by its President.
- An Executive Director, with the rank of Undersecretary appointed by the President, manages daily operations.
Powers and Functions of the Minerals Development Council
- Enlists assistance from various government branches and agencies including government-owned or controlled corporations for programs related to minerals development.
- Provides support to investors in the minerals sector with information, guidance, and solutions to investment-related concerns.
- Facilitates coordination and reporting on the Minerals Action Plan, linked to the National Policy Agenda on Revitalizing Mining.
- Reviews mineral industry investments, recommends measures, addresses critical policy and operational issues, and monitors program implementation.
- Advises the President on solutions to obstacles impeding investment in the mineral industry.
- Promotes investments through organizing and coordinating investment road shows, missions, and fora.
- Reports regularly to the President on the status of mineral industry investments.
- Can create Regional Mineral Development Councils in priority mineral development regions as determined by the DENR-MGB.
- Performs other functions as directed by the President.
Funding of the Minerals Development Council
- Initial funding is sourced through allocations identified by the Department of Budget and Management.
- Subsequent funding to be part of the Office of the President's budget proposal.
Implementation and Operational Guidelines
- MDC must adopt necessary operating rules and guidelines to effectively implement the objectives of this Executive Order.
Repealing Effect
- Any existing orders, rules, regulations, or issuances inconsistent with this Executive Order are repealed or modified accordingly.
Effectivity of the Executive Order
- The Executive Order becomes effective immediately upon issuance.
