Nature and Fiscal Management
- CCP is a non-municipal public corporation

- Enjoys autonomy in policy and operation but can collaborate with government agencies
Corporate Powers
- Perpetual succession with the ability to sue and be sued
- Contracting power and ownership of real and personal property
- Authority to adopt seal, by-laws, and necessary rules
- Execute all actions needed to fulfill its mandate
Transition from Previous Trust
- CCP succeeds properties and obligations of the trust created under Executive Order No. 30 (1966)
- President must proclaim dissolution of the old trust and transfer assets within 60 days
Board of Trustees
- Composed of nine trustees serving without compensation
- Initial trustees appointed under Executive Order No. 30 to serve as Founding Trustees
- Trustees elect remaining members to complete the board
- Trustees serve four-year terms; vacancies filled by election
- Trustees must be Filipino residents, at least 25 years old, and of good moral standing
- Majority citizenship requirement; term limit is two consecutive terms
- Automatic resignation upon filing for political office
- Majority constitutes quorum for board decisions
By-Laws
- Board to establish rules governing meetings, officers, and other organizational matters
- Amendments require majority plus one vote of trustees
Appointment of Personnel
- Chairman appoints officers and staff with board confirmation
- Employees must be Philippine residents
- May elect membership in Government Service Insurance System
- Exempt from Civil Service Law and Rules
Regional Expansion
- CCP to establish regional cultural centers throughout the Philippines to advance cultural objectives
Property Rights and Obligations
- CCP inherits title and obligations from the dissolved trust
- Assumes all assets and liabilities within the Philippines
Financing and Appropriations
- Funded through income from assets and operations, and private contributions
- Five percent of annual amusement tax collections allocated for CCP maintenance
- Government corporations may contribute up to 15% of unimpaired surplus
- Contributions fully deductible and exempt from certain tax limits
Land Ownership
- CCP granted fee simple title to land covered by Presidential Proclamation No. 316 (1967)
- Land and properties revert to government if CCP ceases to exist after debt settlement
Tax Exemptions
- Exempt from all forms of taxation
- Exempt from duties and other imposts on imported equipment and goods necessary for operations
Reporting Requirements
- Annual reports to the President and Congress detailing activities and financial status
Separability Clause
- Invalidity of any part of the Act does not affect other provisions
Effectivity
- Law effective immediately upon approval
