Composition of the Council

  • Established under the Office of the President.

    • Director of the Philippine Coconut Research Institute (PHILCORIN)
    • Commissioner of the Agricultural Productivity Commission (APC)
    • General Manager of the Coconut Investment Company
    • President of the United Coconut Association of the Philippines (UCAP)
  • Members may delegate authorized representatives for meetings and deliberations.

Major Functions and Powers of the Council

  • Supervise, coordinate, and evaluate government coconut self-sufficiency programs.
  • Oversee policies relating to production, stabilization, procurement, distribution, processing, and marketing of coconut and by-products.
  • Formulate long-term and short-term programs to achieve coconut industry self-sufficiency.
  • Coordinate with PHILCOA on plans and programs implementation.
  • Evaluate and integrate activities of all government agencies involved in the coconut industry.
  • Coordinate the release of public funds based on approved programs and projects.
  • Disseminate relevant information and statistics on industry progress and accomplishments.
  • Exercise any additional functions to fulfill the objectives of Republic Act No. 6260 and comply with Presidential directives.

Authority to Request Government Assistance

  • May require personnel, facilities, and other resources from any government department, bureau, office, or agency to carry out its duties effectively.

Reporting Obligations

  • Shall submit periodic progress reports on its activities to the President of the Philippines.

Legal Foundation and Presidential Authority

  • Established by Executive Order No. 334, signed by President Ferdinand E. Marcos pursuant to his legal powers.
