President Fidel V. Ramos creates a Task Force to address the concerns of persons with disabilities in the Philippines, tasked with formulating and implementing a comprehensive plan of action to promote their rehabilitation, self-reliance, and development, as well as addressing their immediate needs and concerns.

Composition of the Task Force

  • Chaired by the Secretary of the Department of Social Welfare and Development.
  • Co-chaired by the Secretary of the Department of the Interior and Local Government.
  • Includes Secretaries of Labor and Employment, Trade and Industry, Health, Education, Culture and Sports, Agrarian Reform, and heads of Philippine Charity Sweepstakes Office, Philippine Amusement and Gaming Corporation, Philippine Sports Commission.
  • Incorporates representatives from organizations such as Rizal Council of Persons with Disabilities, Inc. and the Philippine Foundation for the Rehabilitation of the Disabled, Inc.
  • May include local government executives and NGO representatives as members, consultants, or advisers.
  • Members must designate permanent alternates at or above the rank of Director.
  • Authorized to request assistance from any government entity.

Functions of the Task Force

  • Develop and ensure implementation of integrated action plans for PWDs' rehabilitation and development.
  • Identify and promptly address gaps in the implementation of relevant laws, including the Magna Carta for Disabled Persons.
  • Formulate strategic interventions and provide quick responses to immediate concerns of PWDs.
  • Facilitate fundraising and develop innovative funding schemes, exemplified by events like the First Philippine Wheelathon 1997.
  • Submit quarterly progress reports to the President of the Philippines.
  • Carry out additional tasks as directed by the President.

Support and Secretariat

  • The National Council on the Welfare of Disabled Persons (NCWDP) Secretariat to provide technical and secretarial support to the Task Force.

Funding and Budget

  • Initial funds amounting to Fifteen Million Pesos (P15,000,000) allocated from OP-DBM savings/reserves and the Philippine Charity Sweepstakes Office for priority programs in 1997.
  • NCWDP to act as fund depository and oversee the use of funds on behalf of the Task Force.
  • Future funding to be included in the regular budgets of the concerned government agencies.

Effectivity

  • The Executive Order takes immediate effect upon issuance to ensure timely implementation of programs and responses to PWD concerns.
