Declaration and Purpose for a National Action Program
- A competent study is mandated to formulate a national action program on science and technology development and delivery.
- The program aims to support national development for the majority of the people.
Components of the National Action Program
- Overall program plan providing policy guidelines, priority programs, and development schemes for science and technology.
- Project studies including:
- Identification and establishment of a network of research institutes to support industry and government needs per prioritized sectors.
- Formulation of a program utilizing Filipino expertise locally and abroad, including review of Balik-Scientist program and Science Attache System.
- Development and organization of an inter-linked science and technology information system for systematic organization and monitoring.
- Technology delivery programs and impact projects related to agriculture, industry, infrastructure, and social services.
Creation and Composition of the Task Force
- A Task Force is created to formulate the national action program.
- Composition includes the Chairman of the National Science Development Board (Chairman) and members from key government ministries and agencies such as:
- National Economic and Development Authority
- Ministries of Industry, Agriculture, Energy, Public Works, Transportation and Communications, Health, Education
- Ministry of Human Settlements
- Technology Resource Center
- National Manpower and Youth Development Council
Functions, Duties, and Powers of the Task Force
- Assess current and proposed science and technology policies, programs, and structures.
- Provide guidelines for project and action program formulation.
- Determine pilot technology delivery projects related to priority sectors.
- Establish and supervise supporting working staff.
- Engage academic, research, and consultancy services as necessary.
- Request assistance from government agencies and instrumentalities.
- Perform other necessary activities to achieve objectives.
Support Structure and Staffing
- Supported by a working staff led by an Executive Director.
- The staff includes personnel from the Technology Resource Center, National Science Development Board, and other agencies as needed.
Authority and Responsibilities of the Task Force Chairman
- Preside over Task Force meetings.
- Receive gifts or donations from any source.
- Administer, obligate, and disburse funds and donations with majority member approval.
Formation of Ad Hoc Committees
- The Chairman may form ad hoc committees from Task Force members and other experts to assist in functions.
Budgetary Provisions
- The Budget Commission shall allocate funds as necessary, based on the Task Force's recommendations.
Reporting and Effectivity
- The Task Force must submit its report to the President promptly.
- The Executive Order takes effect immediately upon approval.
