Creation of Task Force on Refugee Assistance and Administration
- A Task Force is established under the Ministry of Human Settlements.
- The Task Force is tasked with responding to requests by the United Nations High Commission for Refugees (UNHCR).
- Membership includes the Ministers of Human Settlements (Chairman), Foreign Affairs, National Defense, Public Works, Public Highways, Local Government and Community Development, Natural Resources, Health, Agriculture, Education and Culture, Transportation and Communications, and the Acting Minister of Social Services and Development.
Secretariat and Membership Provisions
- The Task Force is supported by a Secretariat led by the Deputy Minister of Human Settlements.
- Members of the Secretariat include the Deputy Minister of Public Works, Flag Officer in Command of the Philippine Navy, and the General Manager of the National Housing Authority.
- Ministers may designate empowered representatives to act on their behalf in the Task Force.
Functions, Duties, and Powers of the Task Force
- Establish, build, and manage refugee processing centers as designated by the President.
- Coordinate and cooperate with the UNHCR and other Philippine government entities involved in refugee assistance.
- Receive and manage funds, equipment, and other support from international sources including UNHCR and friendly countries.
- Integrate and supervise a dedicated working staff for the refugee assistance program, with contributions from involved agencies.
- Request support from other government departments and agencies as necessary.
- Submit periodic reports to both the Philippine government and the United Nations regarding activities, funds, and assistance.
Chairman’s Roles and Responsibilities
- Preside over meetings of the Task Force.
- Accept gifts or donations from any source.
- Manage the administration, obligation, and disbursement of appropriations and donations, subject to Task Force approval.
- Hire and maintain necessary staff to implement Task Force objectives.
Formation of Ad Hoc Committees
- The Chairman can form continuing ad hoc committees consisting of Task Force members and other experts to assist in fulfilling its duties.
Initial Operational Measures and Designated Refugee Centers
- Tara Island and Ulugan Bay in Palawan are designated as initial refugee processing centers.
- The General Manager of the National Housing Authority is appointed project coordinator for camp establishment and operation.
- The Philippine Navy provides ferry services for logistics.
- The Deputy Minister of Public Works oversees the construction of refugee camps.
Effectivity
- The Executive Order is effective immediately upon signing.
