Composition of the Presidential Task Force
- Chaired by the Executive Secretary or representative.
- Vice-Chaired by the Secretary of Public Works and Communications or representative.
- Members include Secretaries or representatives of Finance, National Defense, Social Welfare, Agriculture and Natural Resources, and Health.
- Provincial Task Forces composed of provincial counterparts including representatives from NFAC, Public Works, Social Welfare, Police, and Health sectors.
Technical and Support Staff for the Presidential Task Force
- Technical staff drawn from the Presidential Economic Staff, Development Management Staff, National Computer Center, and NFAC Secretariat.
- Secretariat functions handled by National Disaster Control Center, Infrastructure Operations Center, and National Computer Center Support Group.
- Support provided by Infrastructure Operations Center, Presidential Arm on Community Development, Development Bank of the Philippines, AFP Civic Action Group, and Engineer Brigade.
- At provincial level, technical staff includes Provincial Development Council and DBP area managers; secretariat support by the Office of the Governor.
- The Development Management Staff designated as coordinating and clearinghouse center for all Task Force technical activities.
Mandated Activities and Objectives
- Assess and report financial, physical, logistical, and administrative needs for restoring facilities, services, establishments, and occupations.
- Identify and secure financing sources domestically and internationally for rehabilitation.
- Develop medium and long-term rehabilitation programs with corresponding financial plans.
- Establish a rapid-response system for monitoring, coordination, and reliable reporting on rehabilitation progress and challenges.
Authority and Powers of the Task Force
- Authorized to request cooperation from all government departments, bureaus, agencies, government-owned or controlled corporations, and private sector entities.
- Empowered to coordinate comprehensive rehabilitation activities to achieve speedy restoration.
Reporting and Duration
- Task Force mandated to complete its work and submit a comprehensive report within 60 days from the creation date.
Legal Basis and Formalization
- Created by the President of the Philippines through Presidential Executive Order No. 399 dated July 26, 1972.
