Advisory Functions and Responsibilities
- Acts as an advisory body to the President on countryside development matters.
- Identifies and recommends target provinces for accelerated countryside development.
- Facilitates discussions with local government executives and private sector for drafting Master Plans.
- Recommends pilot projects in coordination with LGUs and NGOs.
- Coordinates participation of government agencies and private sectors for efficient program delivery.
- Proposes legislation and presidential issuances related to countryside development.
- Recommends projects to link with foreign and international donors.
- Monitors and reviews planning and implementation of countryside development programs of national agencies and recommends improvements.
Role and Duties of the Council Chairman
- Presides over Council meetings.
- Performs additional functions as assigned by the President.
Countryside Development Programs
- Access Program: Inventories resources and designs fast-track delivery of basic services to less developed provinces.
- Productive and Creative Agro-Technology Program (Pro-create): Identifies agricultural and aquaculture potential, promotes shift to high-value crops.
- National Economic Enterprises Development (NEED) Program: Identifies raw material and skills potentials; initiates R&D, skills training, enterprise development, and marketing networks.
Technical and Administrative Support
- The Presidential Management Staff (PMS) provides administrative and technical support.
- PMS responsibilities include discussions with LGUs and NGOs, monitoring and evaluating program implementation, documentation, and other tasks upon Council request.
- The Council may call upon any government agency, corporation, or LGU for assistance.
Budget Provisions
- Initial budget determined and approved by the President.
- Subsequent funding included in the Office of the President's budget requests.
Effectivity
- The Executive Order takes effect immediately upon approval.
