Powers and Functions of the PCAO
- Provides information to callers and visitors regarding the status of their documents or requests.
- Interviews and attends to visitors to expedite their transactions.
- Directs visitors to the appropriate officials or employees responsible for their cases.
- Acts as a liaison between the Office of the President and other government agencies for public assistance and complaints.
- Initiates fact-finding investigations into activities involving immoral practices, graft, corruption, smuggling, lawlessness, subversion, and other prejudicial government activities.
- Handles complaints related to graft and corruption under Republic Acts No. 1379 and 3019, including preliminary investigations before referral for prosecution.
- Receives and investigates sworn complaints against public officials/employees and files administrative or criminal charges as appropriate.
- Coordinates with various government offices to ensure referrals and complaints are addressed promptly.
- Facilitates the organization of similar public assistance units across government offices to form a network.
- Conducts seminars for government action officers on current policies and procedures for public service improvement.
- Provides counseling services to the public regarding their complaints or requests.
- Performs additional functions as directed by the President or Executive Secretary.
Policy on Dispute Resolution
- The PCAO adopts arbitration, conciliation, and mediation approaches to amicably settle adversarial complaints among private individuals.
Creation of Presidential Action Teams and Public Assistance Office
- Presidential Action Teams are established to focus on specific key government areas for effective public service.
- The Malacanang Public Assistance Center is renamed the Public Assistance Office and placed under the PCAO's direct control.
Obligations of Executive Departments/Offices/Agencies
- Heads of all executive departments and agencies must establish public assistance and action units.
- Designate an Action Officer as liaison with the PCAO.
- Submit the list of designated personnel to the Executive Secretary within 15 days of the order's approval.
Resource Allocation and Funding
- Existing personnel, supplies, equipment, and appropriations from the Malacanang Public Assistance Center are transferred to the PCAO.
- Additional funds for personnel and resources are to be charged against the Office of the President’s appropriations.
Supervision and Control
- The Executive Secretary exercises supervision and control over the PCAO and its Presidential Action Teams.
Effectivity
- The Executive Order takes effect immediately upon issuance on January 3, 1991.
