  • In such departments, the Secretary may assign the personnel planning, management, and development duties to the Undersecretary for Administration.
  • In the Secretary’s discretion, an Assistant Secretary may be appointed as provided under the decree.

Extension to certain GOCCs

  • Section 3 authorizes government-owned or controlled corporations to create a similar position.
  • The similar position must carry the same duties prescribed under the decree.
  • Section 3 covers only those GOCCs that are not attached or otherwise administered or supervised by a department.
  • A GOCC may create the position if it is considered necessary.

Effectivity and commencement

  • Section 4 provides that the decree takes effect immediately.
